When a developer expects to hold a site for decades, they care more about getting the land right and less about getting it cheap. That works in favour of a landowner with genuinely good ground, and against anyone hoping a marginal parcel will be taken on enthusiasm.

The smaller thresholds are scaled to your county

Below the very large tier, what a project must invest varies with county population and runs from roughly 25 million to 150 million dollars over five years. Rural Indiana sits at the lower end of that range, which is the more accessible end.
